PRS Tweak the livestream levy

After much outcry from musicians and managers about the Livestream 'Tax' just recently introduced by the PRS, basically musicians and bands have to obtain a license for any kind of livestream, the licence gets more expensive the bigger your audience is, the PRS have buckled slightly granting a free licence for an artist performing their own works.
